THE ISSUES: Water shortages – sometimes temporary, too often chronic -- are occurring in many regions of the United States, however - because the cost of water is still low and supply is seemingly endless - water is relatively invisible. Particularly in urban areas, we tend to use water without knowing its origin or final destination; its actual scarcity and true value remain obscure.
